“Persons with disabilities are not inherently vulnerable.

However, they often face multiple barriers at the same time, such as:

1. Physical Barriers

• Steps with no ramps
• Shelters without accessible toilets
• Narrow pathways or uneven ground

2. Information Barriers

• Warnings only shouted through megaphones
• Text-heavy instructions without symbols
• No sign language or alternative formats

3. Institutional Barriers

• DRRM plans that don’t consider disability needs
• Drills that assume everyone can move at the same speed
• Shelters not trained on inclusive management

4. Attitudinal Barriers

• People assuming persons with disabilities cannot contribute
• Seeing them only as victims waiting to be rescued
• Not involving them in planning or leadership

When these barriers combine, persons with disabilities become 2 to 4 times more likely to be injured or die in disasters.

But again — it is not the disability that creates the risk.

It is the environment that excludes.”
